  14. This note is a revision of NWG/RFC 10, 16, and 24.
  15.  
  16. The Network Working Group consists of interested people from existing or
  17. potential ARPA network sites.  Membership is not closed.
  18.  
  19. The Network Working Group (NWG) is concerned with the HOST software, the
  20. strategies for using the network, and initial experience with the network.
  21.  
  22. Documentation of the NWG's effort is through notes such as this.  Notes
  23. may be produced at any site by anybody and included in this series.
  24.  
  25. CONTENT
  26.  
  27. The content of a NWG note may be any thought, suggestion, etc. related to
  28. the HOST software or other aspect of the network.  Notes are encouraged
  29. to be timely rather than polished.  Philosophical positions without
  30. examples or other specifics, specific suggestions or implementation
  31. techniques without introductory or background explication, and explicit
  32. questions without any attempted answers are all acceptable.  The minimum
  33. length for a NWG note is one sentence.
  34.  
  35. These standards (or lack of them) are stated explicitly for two reasons.
  36. First, there is a tendency to view a written statement as ipso facto
  37. authoritative, and we hope to promote the exchange and discussion of
  38. considerably less than authoritative ideas.  Second, there is a natural
  39. hesitancy to publish something unpolished, and we hope to ease this
  40. inhibition.

  44. Every NWG note should bear the following information:
  45.  
  46.     1.  "Network Working Group"
  47.         "Request for Comments: X" (X underscored)
  48.           where X is a serial number.  Serial numbers are assigned
  49.           by Steve Crocker at UCLA.

  51.     2.  Author and affiliation
  52.  
  53.     3.  Date
  54.  
  55.     4.  Title
  56.         The title need not be unique.
